Hanoi doubles down on administrative reform, digital government

Strong reform

In 2021, the Ha Dong District People's Committee in the capital Hanoi reviewed and publicized changes in its administrative procedures 10 times. Some 91.25 percent of its procedures were shortened, all were handled on the one-stop system and all adhered to the ISO 9001:2015 standard and publicly listed.

Meanwhile, Ba Dinh District People's Committee climbed six places in the administrative reform index at district level in 2021 compared to 2020 (ranked 12th out of Hanoi’s 30 districts and towns). The district also applied the index to evaluate the results of administrative reform in specialized departments.

According to the Hanoi People's Committee, departments, sectors and authorities at all levels focused on reviewing and evaluating five groups of administrative procedures in 2021; replaced 150 procedures and abolished 520.



In particular, authorities at grassroots levels took the initiative and made efforts to significantly shorten the time it takes to deal with administrative procedures. As a result, the ratio of handled administrative dossiers on time and ahead of schedule in Hanoi reached 99.5 percent.

Over the past two years, although Hanoi has made the fight against the Covid-19 pandemic a focus of attention, administrative reform has still been identified as a central task and implemented comprehensively. This included the reform of institutions, administrative procedures and apparatus, civil service and public finance reform, and promoting the development of e-government.

These efforts have resulted in impressive progress by the city’s government apparatus in terms of its capacity, effectiveness and efficiency of state management suitable to urban management. Consistent and flexible renovations mobilized the participation of the entire political system from the city to the grassroots levels and drew positive response from residents.



Promoting one-stop system

Nonetheless, shortcomings persist in Hanoi’s implementation of administrative reform, with some indicators still at a modest level compared to the rest of the country. This is reflected, for example, in the Provincial Competitiveness Index (PCI), the Public Administration Reform (PAR) Index, and the Provincial Governance and Public Administration Performance Index (PAPI).

In 2022, the Hanoi People's Committee will continue to focus on administrative reform, increase the responsibility of groups and individuals, especially leaders. In order to build an effective e-government system, the city is devoting particular attention to the digitization of administrative procedures and completion of the electronic “one-stop” system. To realize these targets, the Hanoi People's Committee has assigned relevant departments and sectors to review and synthesize results of administrative procedures that remain in force, make preparations for digitization, and expand the city's electronic one-stop system to meet the requirements of information storage and search.

Having identified e-government and digital government development as a key task in administrative reform in 2022, the Hanoi People's Committee will establish a steering committee for building e-government in the city, ensuring that the direction and management of activities during the e-government construction process will go smoothly, meeting the set goals and requirements.
