HCMC – The National Assembly Economic Committee has asked the Government to clarify why Vietnam Electricity
The National Assembly Standing Committee requests that in 2023, specifically identify the problems of groups and corporations in the energy sector, research them, and propose or decide, according to authority, on solutions to avoid further losses and financial imbalance.
Resolve problems in 21 key energy projects.
The Resolution on thematic supervision of implementing policies and laws on energy development in 2016 - 2021 of the National Assembly Standing Committee, which has just been passed, provides specific tasks and solutions that must be completed before the end of 2025.
Regarding the oil and gas sub-sector, the National Assembly Standing Committee requests research, review, evaluation, and promulgation of mechanisms and policies to promote investment, development, and exploitation of domestic gas mine projects, especially two chains of gas and electricity projects: Block B and Ca Voi Xanh.
The National Assembly Standing Committee requires prioritizing the construction of LNG import port warehouse infrastructure to develop central LNG port warehouses with large capacity near power centers that use LNG to make the most of transportation and gas distribution infrastructure, optimizing costs and reducing electricity production costs.
Regarding national petroleum reserves, it is necessary to research and evaluate the impact and perfect mechanisms and policies on mobilizing construction investment capital and regulations on managing national reserves of crude oil and products. Petroleum in each North, Central, and South region, preserve national petroleum reserves, and in case of exceeding authority, report to the National Assembly Standing Committee and the National Assembly for consideration and decision.
The Standing Committee requests urgent implementation of the National Petroleum and Gas Reserve and Supply Infrastructure Plan for 2021 - 2030, with a vision to 2050.
Regarding improving the efficiency and effectiveness of state management on energy development, the National Assembly Standing Committee requested to continue strengthening supervision, auditing, inspection, examination, and investigation and concluded completely handle violations.

"Complete the arrangement, reorganization, and construction of financial mechanisms to ensure the operation of the National Power System Dispatch Center by actual requirements. Research and develop electricity trading companies in the direction of diversifying owners, improving efficiency and competitiveness, by the requirements of electricity infrastructure and electricity market development. Urgently summarize and evaluate the organizational model and operational efficiency of the Petroleum Price Stabilization Fund to have appropriate solutions," the Resolution stated.
Implement restructuring state-owned corporations and corporations in the energy sector so that the State holds 100% capital in the parent company and other contents according to the project approved by competent authorities. Continue to review and improve the state management model in the energy sector.
The Standing Committee also paid attention to researching and perfecting the organization of the management apparatus, operating the market and energy prices, ensuring streamlining, effectiveness and efficiency, and strengthening the capacity of officials, civil servants, business managers and technical staff in management agencies, corporations and state-owned corporations in the energy sector.
In addition, it is necessary to focus on implementing solutions to remove and resolve difficulties and obstacles for 21 key energy projects and project chains, including 12/13 projects in the project list, a series of key projects in the fields of electricity, coal, oil and gas are behind schedule in the 2016 - 2021 period according to Resolution No. 74/2022/QH15 dated November 15, 2022, of the National Assembly; Handling existing problems and weaknesses for 3 biofuel factory projects Dung Quat, Phu Tho and Binh Phuoc.
"There are solutions to remove difficulties and obstacles to ensure construction progress and completion of works and projects on power sources and transmission grids, avoiding delays grid connection of power projects, limiting the capacity of power plants to release capacity," the National Assembly Standing Committee stated.
Regarding medium- and long-term tasks and solutions until 2030, with a vision to 2050, the National Assembly Standing Committee requires completing policies and laws on energy development, meeting the requirements of ensuring national energy security, national defense, security and economic, social and environmental efficiency. In particular, the focus is to review and submit to the National Assembly amendments to the Law on Planning, Law on Forestry, Law on Construction, Law on Public Debt Management, Law on Natural Resources and Environment of Sea and Islands; Research and develop law projects on renewable energy and climate change.
