Vietnam-Russia relationship endures through the years

NDO - Vietnamese President Nguyen Xuan Phuc’s official visit to Russia comes at a time when Vietnam and Russia have marked their 70th anniversary of diplomatic ties (in 2020) and held a friendship year on the occasion of the 25th anniversary of the treaty on fundamental principles of the Vietnam-Russia friendship and the 20th anniversary of the joint statement on the Vietnam-Russia strategic partnership.


Against such a meaningful background, the visit aims to further reinforce the time-honoured friendship and comprehensive strategic partnership between Vietnam and Russia.

Since the establishment of diplomatic ties on January 30, 1950, the bilateral relationship has been growing very strongly. Looking back at the past seven decades, the Vietnam-Russia relationship has always remained durable over the years and has been increasingly deepened in all fields from politics and diplomacy to the economy, trade, culture, social affairs, science and technology.

Enduring the test of time and historical ups and downs, the time-honoured friendship between the two countries is always warm and trusted. The Vietnamese people always appreciate the assistance of the Russian people as part of the former Soviet Union during the struggle for national independence and construction. At multilateral forums, the two sides share points of view on many international and regional issues, and work closely and support each other at international forums such as the UN and ASEAN.

In politics-diplomacy, the Vietnam-Russia relationship has a high degree of trust and has been strengthened through high-level visits as well as annual consultative mechanisms and strategic dialogues. High-level visits are made frequently to create new momentum for other areas of cooperation. Despite the impacts of COVID-19, positive growth in economic and trade cooperation continues to be maintained, with two-way trade reaching 4.85 billion USD in 2020.

As of April 2021, Russia was the 25th largest foreign investor in Vietnam with 944 million USD across 144 projects. Vietnam has also invested nearly 3 billion USD in 20 projects in Russia. Energy is the traditional, strategic and effective area of cooperation, bringing about substantial revenue for both countries. The Vietnamese community in Russia has about 60,000-80,000 people, who have lived and worked in Russia for three decades with substantial contributions to the country and always play a leading role in charitable activities.

The COVID-19 pandemic has further affirmed the strength of unity and mutual support between Vietnam and Russia. Since the start of the pandemic, the two countries have worked closely in the supply and transfer of the vaccine manufacturing technology. In the early stage of the pandemic, the Vietnamese Government, National Assembly, ministries and agencies donated masks and medical equipment to Russia. For its part, Russia donated the Sputnik V vaccine and medical supplies to Vietnam.

President Nguyen Xuan Phuc’s visit aims to strengthen the time-honoured friendship and comprehensive strategic partnership between Vietnam and Russia, opening new opportunities in areas with potential for cooperation. The visit also helps to affirm the foreign policy outlined by the 13th National Party Congress - which is one of independence, self-reliance, diversification and multilateralisation of external relations - and continuing to deepen bilateral relationships.

The resumption of high-level exchanges after a period of disruption due to COVID-19 is significant to strengthening political trust and enhancing the relationship between the two countries’ high-level leaders, especially after Vietnam successfully held the 13th National Party Congress and Russia held the State Duma election in September 2021.
