Ho Chi Minh City submits to the Prime Minister the project of an international "superport" of more than 5 billion USD

According to the research project report, when it comes into operation and reaches the designed capacity, Can Gio - Ho Chi Minh City international transshipment port will contribute to the budget from 34,000 to 40,000 billion VND/year.

On August 23, the People's Committee of Ho Chi Minh City submitted a report to the Prime Minister on a research project to build the Can Gio international transit port.

Many competitive advantages

According to the People's Committee of Ho Chi Minh City, the proposed location of Can Gio international transshipment port is located at the mouth of Cai Mep - Thi Vai River, in Ganh Rai Bay, near international maritime routes passing through the East Sea, between potential areas. Asia's large growth potential (China and India) is favorable for developing international transshipment ports.

The port is located in the southern dynamic economic zone, so it has many advantages to attract goods through the port and international transshipment. Currently, goods in countries in the region such as Cambodia, Thailand, Brunei, South China and the Philippines are mainly transshipped to Singapore or Malaysia. Suppose goods from the countries mentioned above are transshipped in Can Gio. In that case, the transportation distance will be reduced by about 30-70% compared to the distance transported to Singapore.

In addition, the cost of loading and unloading containers in the Cai Mep - Can Gio area is now down about 54% for import and export containers and about 40% for international transshipment containers compared to Singapore.

Since then, the research project believes that the proposed location of Can Gio international transshipment port has many competitive advantages, attracting international sources of goods from countries in the region.

In addition, according to the project, the port location is adjacent to the Vung Tau - Thi Vai navigational route, considered the best in Vietnam today, with a depth of about 14m to ensure successful reception of incoming ships 232,494 tons (carrying capacity 24,199 Teu) reduce the load. In addition, this area has a stable hydrological regime and a favorable climate, rarely affected by storms, ensuring safety for port operations.

In addition to the requirements of strategic geographical location and favorable natural conditions, the project also said that over the past time, MSC (the world's largest shipping line) has been paying great attention to, learning and looking forward to participating in investment cooperation at Can Gio international transshipment port and is actively coordinating with Vietnamese enterprises (Saigon Port Joint Stock Company) to research and invest in this port.

"When a large shipping company like MSC is participating, it will guarantee the cargo for the port with the shipping line's existing source of goods, which is a favorable opportunity for the effective formation and development of the port. Besides, having an investor who is the world's largest shipping company interested in investment cooperation proves the attractiveness of the location of Can Gio international transshipment port," - the content of the report of the People's Committee of Ho Chi Minh City stated.

No impact on the environment

Regarding the preliminary environmental impact assessment, the research project shows that the proposed port location is in the Phu Loi Isle area, at the mouth of the Cai Mep River in the Can Gio district. This area is located in the buffer zone of Can Gio Mangrove Biosphere Reserve, which does not directly affect the core zone of this area. In addition, the port construction area is not located in the marine protected areas and water conservation areas of HCMC.

"The port location is in the area of ​​Cai Mep estuary, about 1 km from Cai Mep - Thi Vai port, which operates on the opposite bank. Maritime activities in this area have been put into operation for many years, stable exploitation, maritime safety, and environmental protection, so the formation of the transshipment port here does not affect or affect much to the region," the report stated.

Based on the demand for goods through the port, investment is expected to be phased in two phases. Phase 1 before 2030 will invest in constructing and exploiting 2/7 main wharves; Phase 2 (after 2030 to 2045) will continue to invest in completing all remaining main berths. According to the scheme, the project has a total investment of more than 5.45 billion USD.

Regarding exploitation technology, container handling equipment will use equipment powered by clean, friendly and environmentally friendly energy and fuel.

Regarding investment capital, the implementation of ports, ancillary works serving port operations, logistics service centers and non-tariff areas will be invested with capital of enterprises (investors).

In addition, transport infrastructure and port connection technical infrastructure will be invested with state budget capital, public-private partnership (PPP) investment capital or other legal capital sources.

According to the People's Committee of Ho Chi Minh City, the construction of the Can Gio international transshipment port has been oriented and tasked by the Politburo, the National Assembly and the Government to implement. Therefore, the City People's Committee proposed that the Government adjust and supplement the national seaport planning, the general master plan of Ho Chi Minh City and other related planning projects to organize the implementation of the above policy.

Will contribute to the budget from 34,000 - 40,000 billion VND/year

According to the content of the report, when the port is put into operation and reaches the designed capacity, it will initially contribute directly to the state budget through taxes from loading and unloading activities of port enterprises, Corporate income tax, fees for navigation from ships entering and leaving ports; water surface rent and import-export tax are about 34,000-40,000 billion VND/year (complete investment phase).

At the same time, the port will also create 6,000 - 8,000 jobs for employees, laborers working at the port and tens of thousands of other workers working in logistics services, logistics centers and non-tariff zones...
