Multiple violations detected in tourism projects

HCMC – The Government Inspectorate has inspected tourism projects under the management of the Ministry of Culture, Sports and Tourism and nine provinces and detected a series of violations.

The Ministry of Culture, Sports and Tourism and the People’s Committees of nine provinces such as Hanoi, Haiphong, Thanh Hoa, Thua Thien-Hue, Quang Nam, Lam Dong, Binh Thuan, HCMC and Can Tho have coordinated with the Government Inspectorate to carry out the 2022 inspection plan.

The scope of inspection comprises building and implementing tourism planning, compliance with tourism business and investment policies, and equitization of tourism enterprises for 2007-2017.

A series of defects and violations were found at multiple tourist projects such as the five-star hotel of JW Marriott Hanoi, the Vietnam National Villages for Ethnic Culture and Tourism Project, the Lang Co Resort in Thua Thien-Hue Province, the Hoi An Impression Theme Park in Quang Nam Province, Tuyen Lam Resorts and Golf in Lam Dong Province, among others.

At the JW Marriott Hanoi, developed by Bitexco, the Government Inspectorate determined that the Hanoi People’s Council had not approved the project when its investment certificate was granted.

The land area allocated in the decision of the Hanoi People’s Committee for the investor to develop the hotel was not in accordance with the approved detailed planning.

In addition, this five-star hotel project that had been categorized as a project subject to investment incentive was not in line with the regulations, resulting in the investor being obliged to pay an additional amount of land use fee at VND26.2 billion.

The Government Inspectorate also found the Vietnam National Villages for Ethnic Culture and Tourism Project was yet to settle land-related issues and land clearance compensation with relevant parties.

Further, the Management Board of the Vietnam National Villages for Ethnic Culture and Tourism did not comply with regulations on competence when signing a land lease contract with the Devyt Joint Stock Company.

The Ministry of Culture, Sports and Tourism is, therefore, requested to guide the land lessee working with the Hanoi People’s Committee to complete the land lease procedure in compliance with the law.
