In a document sent to the Ministry of Industry and Trade and Ministry of Finance on April 13, Deputy Prime Minister Le Minh Khai assigned these two ministries to study regulations on business costs, return profits to retail, in the process of repairing Decree 95/2021 and Decree 83/2018 on petroleum trading. This is also the recommendation of petrol retailers to the Prime Minister in March.
Government leaders noted that the amendment of petroleum business regulations must be suitable for the standards such as scientific, harmonious and reasonable.Standard petrol and oil trading expenses are the maximum sum of wholesale and retail that are valid to calculate the base price of petrol and oil. Currently, in the base price structure, the standard cost of gasoline is 1,050 VND per liter and the standard profit is 300 VND per liter (total 1,350 VND per liter).
According to regulations, focal businesses will divide this price among distribution and retail traders, but there is no regulation on the division ratio. According to retail businesses, over the past year has caused them to make up for losses, losing trillions, however, they still have to sell.
Therefore, a recommendation was sent to the Prime Minister by businesses, they requested the Ministry of Industry and Trade - Finance to set up a council to redistribute the standard cost and profit in the base price of petrol. In which, the inter-ministries need to specify how much retail businesses receive from this business.
Businesses also suggested that the above cost should be specified in the new Decree and serve as a basis to seize the portion that retail businesses were "occupied" in the past year.Source: VnExpress
