Dialogue discusses policies on urban development management

This remark was made at a dialogue on urban policies towards a new urban agenda which was held by the Ministry of Construction, in collaboration with the Organisation for Economic Co-operation and Development (OECD) and the United Nations Human Settlements Programme (UN Habitat), in Hanoi on April 20.


Representatives from ministries and agencies, as well as domestic and foreign experts, exchanged and shared experience on policies on urban management and development with a high degree of feasibility.


Deputy Minister of Construction, Nguyen Dinh Toan said that the Ministry was gradually improving institutional and legal documents related to urban development management, ensuring coordinated planning and meeting practical requirements. The Ministry would research the creation of the Law on Urban Development Management as well as major policies and reports on the assessment of Vietnam’s national urban policy, he added.


According to Dr. Nguyen Quang, Director of UN Habitat in Vietnam, urban areas need adequate land funds to meet the requirements for development, to protect sensitive areas and avoid uncontrolledexpansion.


The national urban policy should ensure a balance between the needs for equitable land access, sustainable environmental issues and effective land use, to avoid land constraints that affect urban productivity and the ability to provide affordable housing.


He also said that Vietnam was facing challenges with land clearance and resettlement, an inefficient urban land market, decisions on land distribution and registration, and complex administrative procedures. Dr. Quang stressed the role and legal responsibility of local authorities to ensure the policy’s feasibility.


On the same point, Rudiger Ahrend, Head of the Urban Programme in the OECD Directorate for Public Governance and Territorial Development, emphasised that the governance system would positively affect economic productivity.


Over nearly 20 years, Vietnam’s urban systems has seen positive changes in both quantity and quality. Vietnamese urban areas continue to affirm their core role in enhancing economic structure transfer, creating a driving force for the country’s socio-economic development.
